In 2009 Kazakhstan ratified the Kyoto Protocol to the Framework Convention of the UN on climate change and in 2010 assumed liabilities till 2020 to reduce emissions of greenhouse gases by 15% of level of 1992. It laid the foundation of new policy of the country, focused on the "green" growth where the central part is assigned to renewable power.

Now, before the country is faced with an ambitious goal - to achieve volume production of electric energy from renewable sources in the amount of 3 % by 2020 and 30% by 2050.

On February 9, 2011, in Astana the Program of development of the UN in Kazakhstan and"Kazakhstan Electrical Power Association" signed Memorandum about cooperation in the field of the renewables in Kazakhstan. This date can be considered as a starting point, the beginning of activity of Committee on Renewables "the Kazakhstan Power Association".

 

 

Realizing the importance of private investment to achieve these purposes, Kazakhstan accepted a series of laws designed to create a transparent and stable environment to stimulate investment in the establishment of renewable energy mills. In July 2013, Kazakhstan adopted amendments to the Law "On the support of renewable energy ", which defines the basic conditions of the guaranteed payment mechanism for investors in a "clean" energy.

Now, in addition to an impressive resource potential, the country can offer investors the reliable mechanism of return of the capital. This should enable Kazakhstan to take its place in the list of countries to develop renewable energy.
